Anti-street-harassment activism in Germany (e.g., Hollaback! Berlin) encourages de-escalation or bystander intervention depending on context. German social norms around confronting strangers are generally more restrained than in Mediterranean cultures where loud pushback is common, or than in Scandinavia where silence is often the default response.
